I can, without any doubt, tell you that these are just plastic bumpers, much like the GT-S bumpers. The front and rear USDM bumpers on my GT-S hatch were faded, paint missing, etc., but were not peeling any sort of plastic, nor were "fuzzy". So maybe it's just black painted bumpers?
