hydraulic e-brakes not allowed in form d?

A buddy of mine was telling me that the formula d banned the use of hydraulic e-brakes. Is it true and why?

that's most likely UNTRUE. the fd rule book allows for duel master cylinder pedals which facilitates employing a driver adjustable brake bias/proportioner which would only really be necessary if there were an interruption in the hydraulic line(s) e.g. hydraulic hand brake.
