silvertop 20valve ecu

i got a 20valve silvertop and it runs extremely low on power only does 40mph max, people keep telling me its the ecu capacitor's i checked the ecu and it looks like 2 of them are leaking this coffee colored gel like substance does anyone have a 20v silvertop ecu i can try on my car to see if it fixes the problem, and do you guys know anyone who fixes these?
