still stumped on this motor it turns over, we smell gas out of tail pipe and we have spark but it wont start any input fellow friends

timing is set close enough to start, got spark, fuel, and air. Motor spins fast off the starter too. All new bottom end, thinking I'm not getting any compression seeing as the rings haven't seated yet.
