So set up a new motor all day yesterday and On my 20v to set my timing how many degrees do I have to set it I read 3* is that right? It was sluggish when I left it

Warm up the engine Anibal then jumper TE1 & E1 at your diagnostic connector (make sure you don't jumper any other pins but those and don't accidentally touch either to ground just to be safe.
With the car at 1000 or less at idle (and after warmed up of course) your timing should be 8-12° BTDC. 14-16° wouldn't hurt either.
Did you ever add that valve to that hose I mentioned to help set your idle speed? Adjusting that will help you idle the car down properly.
