i don't think so that one with the blue valve covers is from the 86 he was selling which he said he didn't know what was wrong with the motor and he couldn't get it running i dunno about the other one.

thats true on the blue one. except i ran out of money to try to get it running. the other one has a bad rear main seal. which i have a new one to repair it and a oil pan gasket also.
they are in good compression and the blue on is built for boost, with low comp pistons(aries). the other one is a stock gts motor. no mods

Did you check all the wiring? all the ground? Timing? Timing belt? TDC and dizzy at cylinder 1? Some time if the timing is not right it wont fire up.
I took me hrs to get my new rebuilt engine to fire up. My problem was the timing.
