Be sure of the quality of the outter timing belt gear and that it isn't of soft aluminum or non-hardened metal. Early HKS cam gears suffered from this and eat belts as well as pocket books.
Example below is of the cam gears on a 1/2J but the destruction was the same.

Steel or nickel coated duralumin (Al-Cu hardened alloy), and such are examples of the type of material you'll want.

How many miles were on that HKS before they removed it?

My belt was riding on one side off the tension'er as well

Yep, that's exactly the same thing that was occurring repeatedly with those cam gears of that time. How many miles on your belt so far Warren?

I think there is less than 6,000 miles on that belt. Do you think the gear caused the wear on the top of the belt? Also do have any recommendations on replacement cam gears?

I'd see about contacting HKS to see if they might be willing to replace your gears at a discounted price for their new and improved models.
